Enigma Axiom

ENIGMA Axiom is the independent verification and assurance layer for the autonomous, AI-native government. As Abu Dhabi becomes the world's first fully AI-native government, AI decomposes strategy into the initiatives that AI agents execute — increasingly without a human in every loop. ENIGMA Axiom is the independent layer that verifies those decisions are sufficient, consistent and trustworthy before the state acts: it holds the verified strategy structure (objective → KPI → initiative), verifies that an AI-built decomposition actually achieves its objective (coverage, consistency, confidence, with an explainable trace), and independently checks the actions of AI agents acting within it. Why independent: the same AI that proposes a plan cannot credibly certify its own plan — the principle that makes independent audit mandatory in finance, now being written into AI law (EU AI Act Article 43; ISO/IEC 42001/42006).
